Paid up letter from Telkom

I've payed Telkom and ask for this account to be closed but it seems like no one is prepared to assist in this regards. I even requested a paid up letter but nothing is been done. Now I'm stacked because I can't open any account before this letter. Don't know what to do please I need your help or guidance in this matter
