Paid Installation fee 30 days later still no Internet and no awnser on how long

I app**** for a 4meg uncapped adsl line on the 14th of july 2017 . Today is the 15th of August 2017 . The technition arrived 25 July and said that they would have to install 2 poles and cables and that they would be onsite to install either the 27th or 28th . After numerous calls to TELKOM using my celphone (Expensive) they finaly arrived on the 10th of August 2017 . They finished and left but no adsl installation in my house yet. After several calls i still have no anwser on when this will be completed and everytime I call there is a diffrent awnser ranging from "the techition will call you shortly to arrange instalation" to "there is a problem on the line" I have spent in total over 1.5 hours on the cellphone trying to follow up.
