Overcharged and refusing to refund

Been struggling to get my refund from Telkom for the past 2 years. Every time we get stuck at the point where they ask for proof that they owe me and my proof of banking, I send and then they disappear and I must start the process from scratch. Taking a Telkom contract is a wrong turn .
