Over billing and closed dispute without resolution

I was told billing for Oct '24 is in November invoice, which was final invoice as contract was canceled. Arrangements was made for final payment. Telkom did not comply with arrangement, they debited my account for full amount. Also I made cash payment, which means over paid. I did log dispute, Telkom did not refund, but closed case
