Over 3 months later fault is not resolved

My previous 2 Hello Peters to Telkom are:
http://hellopeter.com/telkom/complaints/high-latency-slow-speed-high-jitter-***
http://hellopeter.com/telkom/complaints/poor-quality-adsl-***

Over 350ms between my router and exchange. I have received excuses ranging from Exchange Faults to Congestion to CPE.

Since all of the old post office guys are retiring and you gave everyone else who can configure a switch a package and are left with just a bunch of brain dumped CCNA's. Let me help you.

Lets do a thought experiment together: My line attenuation and SNR are fine, I have used different low pass filters and ATU-R's, bypassed the splitter and disconnected the telephone. So the problem must be on your side of the demarc. Second lets look at the layers, ADSL Sync is fine, PPP is fine, the issue occurs before I enter the SP ATM network (of which I've confirmed on 3). This means then that the problem lies on the POTS splitter, DSLAM or ATU-C.

It is a pity that after 3 months you are unable to do anything more than a port recreate and a layer 1 test. That customers have to explain how to resolve a fault. Just give me the keys to the exchange so that I can do your job for you.
