Online sales lies

I made a telephonic order with Telkom on the 4th August, debit order went through on the 6th August. It is now the 21st and I am still without a device. I was given reference numbers A ********** 4 and told to expect my device today, however the courier company has not received my device for delivery. I find this very unprofessional and inconvenient. Every time I call customer service I am told a different story or put on hold for hours. I am frustrated as I have no device yet I have paid for and cannot cancel my order while being sent from pillar to post. I would not recommend telkom, at this point I would rather cancel this order and get my refund.
