Old outdated congested exchange

I have been reporting this problem for the whole year now and nothing is being done. More than 96% of the Selcourt exchange is used, , and this leads to a lot of congestion to the point where i cant even load a google page at times. I was informed of this by a telkom technician who said i wont have good internet again until they upgrade the Selcourt exchange. I am on a 10 line speed that disconnects every month and then starts to only sync at a 8mb and then they have to send a technician to change the port on the DSLAM to a port that syncs on 10mb. I barely get 8.60mbps download speed as i am supposed to be getting most of the time its bellow 4mbps speeds. The pings most of the time are above 100ms. I am paying for something that i havent had for the whole of 2015 now. Fix or upgrade the Selcourt Springs exchange please!!! Almost a whole year now and nothing has been done about this problem and i am not the only one in Selcourt who is complaining about this issue. Put my line on the IMAX port if there even is one on the exchange or switch me to vanilla 15 BUT JUST FIX THE PROBLEM AND THE EXCHANGE!!!! SOMETHING HAS TO BE DONE ABOUT THIS PROBLEM!!!!!
