Octogenarian trying to get fixed line look a like but no stock

Telkom have advised that they will no longer repair the phone line (in Cleveland, Jhb) and that my father must get a fixed line look a like phone but they have no stock. We have tried 3 branches and they have no stock. There are 2 branches in Joburg that do have stock (3 units) but they are over an hours' drive away. All Telkom say is that my octogenarian father must keep going to the store to see when the stock arrives. Why can they not arrange a unit to be delivered to the nearest store so that he can carry on using their service? He is still paying for the service but can't use a phone.
