Not able to get the right information

We have two 0861 numbers which we need to redirect. We've been trying for over a week to find out where to send this instruction to, but no luck. Calling 10217 doesn't help as we wait for longer than 50 minutes and then it still doesn't get answered.<br> <br> All we need is to know where and how to submit the instruction to redirect the 0861 numbers...?
