Not a service provider

I have been trying to have my line installed since the 18th June. The exchange issue was sorted on the 27th already. Every time I phone I'm told a technician is allocated for ....firsy it was the week after the 27th then it was the 2nd and then the 6th . Still nothing. This is directly indicative of what the service is gonna be like and I believe I should cancel and go to a service provider that actually provides a service.
