Non existant service from Telkom

I sold my house at 78 Kendal road, Eversdal and moved out on the 28 February 2017. I purchased a flat and moved in on the 1 March 2017 at a retirement centre, 40 Bokmakierie street, Eversdal. The flat No 33, I moved into is a new extention building on the erf 2210. No Telkom cables were installed in this building for any of the 25 units. The owner app**** to Telkom to have the cables pulled in 3 years ago, with no success to date. Numerous querries to Telkom about this outstanding work has fallen on deaf ears.

Secondly, I have submitted a "Consumer Request for Contract and Service Cancellation" to Telkom to cancel my Telkom service on 1 March 2017. When I heard nothing from them. I submitted the same request again on 20 April 2017, still with no action from Telkom. Telkom is still sending me accounts for my line ********** 126 at my old house since March 2017 and say I owe them R684 for NO service by Telkom.

I don't know what else to do to get Telkom to respond to my above mentioned request to cancel my service. Can you please assist.

Since I posted the above letter, I have sent Telkom another letter, below, to explain more details.
"Telkom Account No ********** 80001 – Telephone number ********** 126
Please change my address:-
1. Old address up to 28 February 2017
78 Kendal road, Eversdal. Durbanville. 7550
2. New address from 1 March 2017
33 Vygeboom Retirement Centre, 40 Bokmakierie street, Eversdal. Durbanville. 7550
I also would like to declare a dispute about the amount shown on my July 2017 bill for R879.20
I have sold my house at 78 Kendal, Eversdal. Durbanville. 7550 and moved out on 28 February 2017.
I moved in my new address at 33 Vygeboom Retirement centre, 40 Bokmakierie street, Eversdal. Durbanville. 7550 on 1 March 2017.
I have NOT had ANY Telkom service at 40 Bokmakierie street, Eversdal since 1 March 2017 as NO Telkom lines have been pulled into my flat number 33 since I moved in.
In early February 2017, I requested that my number ********** 126 be moved to my new address on 1 March 2017:- 33 Vygeboom Retirement centre, 40 Bokmakierie street, Eversdal. Durbanville. 7550 NOT knowing that NO telephone lines have been pulled into my flat 33.
On 3 March 2017, a Telkom Technician came to connect my service in my flat 33. When he opened the wall box in my flat, he found no telephone line available. He then left. I received an SMS stating that my service had been restored. This was NOT TRUE.
Since the 1 March you have been sending me telephone bills for every month, March, April, May, June and July showing my address still as 78 Kendal road, Eversdal.
I have decleared Disputes twice since then about the amount owing and the amount was reduced. Each time I mentioned that I don’t live at 78 Kendal road, Eversdal anymore since 1 March 2017, yet the bills still com via email.
Out of frustration, I sent a REQUEST TO CANCEL MY SERVICE via email to ********** See attached emails. To date, NOBODY from Telkom has contacted me regarding this repeated request!!!!! Is this the service Telkom applies to their customers?
I am NOT paying any amount until TELKOM comes on site and pulls in a telephone line to my flat No 33. If I don’t pay the outstanding amount, what are you going to do, disconnect my service!!!!!! Ha Ha, what service?
This saga has now reached a point which is getting ridiculous.
Out of pure frustration, I logged a fault on ********** 126 stating NO SERVICE on 7 July 2017. A Telkom Technician came on 15 July 2017, but could not connect me because there are NO cables pulled in to my flat. I asked him to pull a line from a pole to my flat. He could not do that because the cables are under ground.
HISTORY OF 40 BOKMAKIERIE STREET RETIRMENT CENTRE
On Erf 2210, 40 Bokmakierie Street, Eversdal, Durbanville, the first phase building was completed sometime in 2011. Telkom pulled in Telephone cables to this building, installed a junction box and pulled in lines to the 18 flats.
Then, a few years later, early 2016, a second fase, known as Phase 2 was completed. During the construction, the owner, Mr Henry Nell app**** to Telkom to install a multicore cable from the first phase (known as Phase 1) to the new phase 2 DB room to install a junction box and pull in lines to the 25 new units and terminate with the telephone connector in the box provided. THIS WORK WAS NEVER DONE SINCE EARLY 2016. WE HAVE NOW BEEN WAITING FOR TELKOM TO DO THEIR WORK FOR 18 MONTHS.
This is a RETIREMENT Centre with old people!! They need a telephone URGENTLY for many reasons!!
I hope this letter will urge you to get the appropriate department in TELKOM to do the the right thing and come and deliver the service they claim that they are doing.
PLEASE FORWARD THIS LETTER TO THE NECESSARY DEPARTMENT FOR ACTION.
Awaiting your reply urgently."
