no telephone over a week and adsl on off on off

Had no telephone line for over a week the adsl is on and off , on and off all the time over the past week. Yesterday half the day no adsl, today same thing. Tech came out said fault is underground and that it would be fixed by today. Still same problem no telephone line and adsl on and off all the time. Next door neighbour reports her adsl on and off all the time too. We are paying for a service here and havent had that service for half of the past week so can i please get a refund and please sort this problem out asap !!
