No sim swap on a prepaid number if you owe

Telkom is refusing me to do a simswap. Because I have an outstanding on a contract I had with them. This is my prepaid sim. Not contract that I am looking to do a sim swap. But now I have to pay R11 000 before doing a sim swap on a prepaid number. This is ridiculously crazy
