No service on ADSL line for 4 weeks

I haven't received my promised router for 3 months plus, alt I have been charged every month, as well as my WIFI and Landline has been down for four weeks now yet this morning R700 was deducted from my account????? ***??? No service but I must pay???Query upon query with no feedback????? Really????
