No Service from Telkom

I have ordered ADSL line on the 15th of August, still no one came out to do installation but they have been billing me since October already. I am disgusted with Telkom every time I phone them they give the same excuse that the Technician was at my premises and they could get access which is not true as there is always someone at the premises and no technician has contacted me to let me know they at my premises.
