NO SERVICE FOR 2 MONTHS

Phone line was supposed to be installed on the 8th of February. Technician report a fault with the underground network. From the date of the 16th of February I have been phoning telkom regarding my line installation, but every call i make (once a week) reports the same thing and that is promising the completion of the installation but to NOOOO avail. What do i have to do to get my line installed. I am on a premises where there is an existing line I only want to add another line. Why is this so impossible that it has to take more than 2 MONTHS?????? From one conversation that I've had with a consultant my order has been escalated but it also was of no use.
