No more ADSL ports available

I have been trying to activate my land line and an ADSL port so I can get internet in my flat, but Telkom turned around and said there are no more ADSL ports left in my area. Reading further into this , it seems like a common problem in almost every suburb in the country. Telkom has issued 100 ADSL ports for an area that has a couple of thousand residents. Needless to say that these lines are filled up too quickly leaving hundreds of people waiting for up to 2 years for an ADSL line to free up. How can Telkom have such a useless structure in todays age, AND WHY THE HELL DOES TELKOM ADVERTISE THEIR PRODUCTS EVERYWHERE IF THEY DONT HAVE THE INFRASTRUCTURE TO TAKE ON MORE CUSTOMERS!?!?!?!?!
