NO LAND LINES IN CERTAIN AREAS HEIDELBERG CAPE!!

So telkom has cut the land-lines in Heidelberg CAPE area. But they still have the audacity to charge you for the subscription? One cant use the land-line, but still they charge?! The land-lines were cut end of February already. But i paid the account for the March - April amount. Now today ive received another account - which i refuse to pay as the lines have been off since end feb! this is day light *******!! How does this get justified?? What gets done with these monies?? My mother in law is a pensioner and you are robbing her!!
