No internet for weeks. And breaking of contract

So my internet is on but no internet the most I get is 10kbps and a ping of 4000. No one on the online chat can help me they only sent settings and then they do not know anything more than that. And on top of that I sent a email about 3 weeks back no reply and false information about upgrading my contract. WILL NOT RECOMMEND!!!!!!!
