No Internet access for 5 days

On 12 August 2015 regular Internet access was suspended.
I phoned them, but was told by a machine that due to National changes to the networks, all the Internet services would be off until further notice and that I could hang on to speak to a consultant, but that the waiting time would be considerable.
I repeated this process on 13 and 14 August, and eventually I logged a call on the automated system at 15h00 on 14 August 2015.
The service remained off for five days in a row.
On 17 August 2015 I was called to enquire about my problem. Together we checked the system and it was working again.
We were given neither prior warning of the pending shutdown, nor any apologies afterwards.
So, will it be OK if I pay 17% (equivalent to 5 days) less for the service for this month, i.e. R103-00?.
