No installation

I ordered my Telkom new line and paid the deposit. I was told it would take 7 seven days. A technician eventually arrived 6 days later and after walking around the house and going to the exchange, said the house had no line although the previous tenant had a telkom line. He said someone would have to come and dig holes for cables but he didn't know when. My wife is at home with a broken leg and needs to work from home and now we have no internet access for her and no one can tell me when the holes will be dug and when our line will be installed
