No Infrustructure in place

I moved house from Mowbray to Protea Heights in September last year, I was told there was no infrastructure in place and had to \fight"with you for more than a month and listen to endless promises. <br> Today I requested moving my line from Protea Heights to Ferndale ( also in brackenfell ) and the same story ??
