NO FREE ADSL LOCKDOWN UPGRADE BY TELKOM AS WAS ANNOUNCED?

I was inquiring about the free ADSL lockdown line speed upgrade that was announced by Axxess (my ADSL provider) and received the following response from them:

Free speed upgrades were completed on the 10 May 2020 by Telkom and not everyone got received this deal due to capacity issues and network constraints on the ADSL exchange from Telkom's end. We profusely apologies for any inconvenience caused Regards,

I just confirmed and according to the Telkom website, my present location is capable to handle up to 10Mbps!

So yes, understandably, I'm not a happy customer!
