No connecting telkom lines

I have no idea any-more to what to do. Apparently my flat does not contain your telkom wires. One of your telkom guys came out and we found the telkom lines in a manhole a meter away from my flat. We tried pulling it into my flat by means of pulling wires but it seems to be stuck. No electrician is willing to connect the telkom lines to my flat, I phoned 5 different electricians and they say they do no touch Telkom lines. The Telkom guys that came out said that it is not your/their responsibility to connect the lines from the manhole to my flat. Whos responsibility is this??<br> <br> At the end of the day if you cant help me to get the lines connected then I guess you must cancel my contract.
