No assistance from Telkom

My 20mbps fibre line is on 0.4mbps. I called Telkom and was told it was a problem with Vumatel and called Vumatel and was told it's a problem with Telkom. Vumatel tested the line and there is no problem. Please help urgently. Yael Dall ********** 147 ********** 551948
