No ADSL Internet at all for 3 weeks after being promised 10MB Upgrade

<p>After being promised 10MB Upgrade it took 10 days to be told that my line was not capable of 10 MB, I should never have been offered the upgrade and that the speed would have to be regressed to 4Mb.</p> <p>No problem!</p> <p>21 days later I still have no Internet Access whatsoever. Each day I phone 10210 I get promised a technician, I get new call refs and Escalated call Refs but the problem never gets resolved.
