No ADSL available in est. city neighbourhood!

We've been living in this neighbourhood for more than two years now and have tried applying for ADSL since moving here. Enquired numerous times since then, but nobody could give us a straight answer as to why they can't give us an ADSL line. This is an established neigbourhood in one of South Africa's cities, and there is a couple of people (that we know of) interested in acquiring this service in the area, but Telkom can't deliver. I can't understand it, so would appreciate it if a senior person can make contact and see why it's not possible getting this service in Bridgemeade, Port Elizabeth
