New line install run-around

I moved to a new house and put in my line transfer order in July. On the 1st of Aug the technician, Irvin, came to my house and found that there was no cables installed. He told me I will have to lay the cables and gave me the name of a contractor, Brian. OK. So I didn't know I was authorised to dig up pavements and roads to look for Telkom cables. I phoned Brian and he came out. I was not present at any of these visits as these people don't have the ability to make appointments. I phoned him again and he said that they need a Telkom supervisor to come to the site and show them where they need to lay the cables. Nothing happened. I went to the Telkom store in Cape Gate where a guy called Michael tried his best to assist me. The Telkom system has a message which reads, customer to lay pipes (or cables). Now I don't know what to do. I don't know how to lay pipes or where to dig. I thought that Telkom would drive this process from their side, since I placed an order with them. Now they are leaving it in my hands as if I have the authority to instruct their supervisors and contractors where to go and dig. I phoned Irvin, he doesn't get any response from Telkom. I phoned Kevin, Brian's brother, and he said he will find out from Irvin. In the meantime, I have been without a line for a month now with no one pointing me in the right direction. When my clients order something from me, I am the one that liaises with all parties concerned until the order is completed. Why can't Telkom offer this same, basic service and get my order completed?

Hi Telkom. It is another two days later and still no response from anyone. What is the use of providing me with a reference number if nothing is happening from your side?

Response from Telkom via email:

Hi

With regards to your Hello Peter Complaint.

Our installation section has tried calling you on the 7thand 9th to install the line, there was no answer.

You installation is booked for the 14/09.

Regards

No one has contacted me. My correct Cell phone number is listed in my Hello Peter profile, which they would have access to. I also gave my new Cell phone number to the representative at the Telkom store and I watched him enter it into the Telkom system. So, no Telkom. You didn't call me, unless you phoned my landline number, which I don't have yet...

On top of all this frustration, I just received a Telkom bill for the month of September. Are you invoicing ahead of time now? The bill is for subscription services from 9 September until 8 October. I don't have a line yet. You can bill me from the date when my line is installed and working. Please advise.

I also received a bill for the month of August. I need a credit on this please, as I had no line at this time. The guy at the Telkom store said that I won't be charged, yet the money was deducted d from my account.
