Network issues with Telkim

I have had endless issues with Telkom and their network issues. I called and emailed to cancel, received a ref number (***2)and no further correspondence sent a facebook message and was told wait called last night was on hold for 42 mins not answer. I was told to pay a cancellation fee, why should I be liable for a cancellation fee when Telkom can not offer a service that I am paying for. I am having the same network problem with my cellphone. I have called numerous times complaining and waited for callbacks too and nothing.
