My rights as a Telkom subscriber that's been paying for NO service

I installed a 2mb dsl line in my house a few years ago. The line worked for the first few months but I think with the introduction of smart TVs and more people streaming TV in my area my line speed has been drastically affected. Numerous speed tests show 0.02-0.1mbps download speeds over the last year. In May my line was off completely for 3 weeks due to "upgrades" to the system, when it was turned on it was worse than ever before. I immediately logged a fault and to this day (4 months later) I'm still waiting for the engineer that is supposed to come and take a look at the line. I have called again 3 times in the last 3 weeks and the technical support over the phone who, granted are quite friendly, align the ports and it works again for a day and then goes back down to zero. I have been paying for this "uncapped" service but what good is that if it NEVER works! I have just upgraded the line to a 4mb line to see if that will help, which will take 7-14 working days for an engineers to upgrade but I think that this is unacceptable because if I was getting the 2mbps that I have been paying for I wouldn't need to be spending more money on a faster line that too may not work.

Who do I speak to about getting the line speed I have been paying for, for months and months and getting barely any internet in return.

If this is not resolved I will be FORCED to change service providers!
