my line down for 9 days

my telephone line went down on sunday 1 october. i reported it the next morning and was told it would be repaired in 48 hrs. till today 10 october nothing had bees done. i am still without phone and internet. each time i call im told a technician has been assigned. this is appalling service. and me the comsumer can do nothing.
