My internet connection is way too slow

My internet connection is connecting at 0.89 Mpbs (down speed) and 0.4 Mpbs (up speed), which is terrible considering I am on a 4m line. I didn't know this was bad until I experienced a fiber optic line. Please help, this is unacceptable.
