Line speed

i have been having a problem with my line as im getting high pings. i should be getting 10ms to 20ms with a 4meg line. lowest is 3.8meg. i have tried numerous occasions to get Telkom to come to my house and fix the problem. it has been going on for over 5 to 6 weeks now.<br> <br> Eventually last week they sent a technician out to my house, and while i was trying to explain to the person what the problem was, all she could say was it was working, and has no clue what ping or line speed is. My issue is still not fixed as Telkom just closes the ticket.<br> <br> All i would like some from Telkom to actually come and fix this problem.<br> <br>
