Line goes offline frequently

Every time it rains or weather changes, Telkom line goes off. It becomes costly to report the line at my own cost as I end up holding for minimum 30 minutes. When I visit Telekom center at Vaal Mall, I get told that they don't help walk-in customers. This has been happening for almost a year and I cannot continue like this. Can someone intervene because I pay monthly without fail for line that hardly works for a month
