Line Became Slower After Storm And I Uncovered Some Very Bad Work

I was running perfect on 7-8Mbps from January to end~November. My maximum Synchronization went from 8.8Mbps to 3.1Mbps and I was never notified about anything. I am now basically paying for something I am not getting YET I could achieve it. I was looking for cable damage and I found something lurking on my roof that's even worse than damage on a cable, Technician that is just too damn lazy to go get new cables so he takes the old one and connects it to the new one which was too short.. and then calls it a "New DSL Cable"
