Landline still down after 3 weeks

Report landline faulty, technician 1 comes and determines fault is 460m away. Nothing happens. Report landline faulty again, technician 2 comes and determines fault is 460m away. Nothing happens. Report landline faulty again, technician 3 comes and determines fault is 460m away. Nothing happens. Report landline faulty again, technician 4 comes and determines fault is 460m away. Nothing happens.

All technicians are NOT from Telkom as they are subcontractors. They say they cannot fix the fault as they don't have access to the Telkom DB box. They say this is a cable fault as has to be repaired by the cable department. But nothing happens! The call centre is clueless
