Landline just hopeless!

Landline rings maximum 4 rings but callers all say they hear at least 15 rings then get cut off. We are not able to get to phone within 4 rings as we are mid 70’s Since fiber installed landline has never worked properly. Guess we will have to cancel landline like many of our friends for the same reason.
