Kuilsriver Jagtershof Exchange NEEDS UPGRADE!!

HI<br> <br> I have logged so many faults on my dsl line that I cant even count anymore. I am currently using Crystal Web as an ISP and they handle my bundle plus line. Great service. Unfortunately, my line runs through a Telkom exchange which is utterly useless. This exchange needs an upgrade immediately. My ISP has run many tests and this IS the fault. I pay for a 4mb line, yet I'm currently doing a speed test and are at 0.15 ... thats lower than an ISDN 64k line... ITS A DISGRACE. I pay for a service and they just don' care. It's ****************!!
