Internet problems

I have been struggling with my uncapped wifi DSL. I have spoken to a consultant and also had a technician at my house. Still nothing. My line keeps cutting out and loose internet. I pay every month my fees and now I must sit every 5 minutes and waiting for the internet to come back on...
