Internet fiber installation

Hi there. I currently stay in Johannesburg, but I'm paying for my parents internet, they are staying in schweizer-Reneke, north west province. I came home for the week to see my parents and have been testing there line speed and its atrocious, my latency jumps up at certain times to 1600ms. Our supplier says he ordered fiber optics and the site surveyors came to do the layout, but aren't going to be putting in the cables till February next year, it's ridiculous to wait 3 months for a service. If it's impossible to bring the fibers to Schweizer-Reneke, would it at least be possible to reset the lines and check the connectivity, because a service that I'm paying R1000 a month for is not worth R100. Please bring the fiber, this line speed has been the same for the past 6 months and it's **********.
