Internet down 3 months now

Good day this has been going on for about 3 months now. and please DO NOT tell me you're resetting my port because thats what the useless telkom helpline does. when the internet decides to work for a few minutes this is the link to the speed test http://beta.speedtest.net/result/ ********** 499 that is definitely no 4MB line, i will refuse to pay for this ****. quick to take the money every month but nowhere to be found to fix the problem.
