Insufficient airtime while there's airtime !!!!!

At Telkom kindly please fix this issue of insufficient airtime,when I check with *180# my balance is more than R5 but it always says insufficient airtime to make a call even on desperate circumstances it has not happened once I even tried rebooting my phone, swiched it to flight mode nothing helps please ***
