Installing Telkom's Fibre Optics - beware!

Telkom have pestered me weekly for a year now to install fibre optic cables to my phone and computer. This was done last Thursday 1/11/2018 by Open Serve, a Telkom subsidiary, without an written order or receipt from me. When the installers left the main telephone line was not working (I have one extention which is working) and the cable conduiting is not correctly installed as agreed prior to them starting work. Even though it is a new installation I was forced to log a fault (half an hour's wait on the Telkom Fault Centre call line before they answered). I have heard nothing since. I cannot get past the Call Centre to complain to a higher authority or get a date when the faults will be rectified.
