Inflexible policies

I am doing extensions to my home and I need the overhead fibre line rerouted before I can proceed. However Telkom say they will only move the line if the router is moved as well. This is impossible as the new position for the router is not built yet. Do I have any other option but to move the line myself? I can't believe they are so inflexible.
