INCORRECT BILLING

I was sent a bill for a 10 meg line that was never installed nor ever used. I canceled the the installation and everything after struggling for weeks to get a technician out and getting service. I was then told I won't be able to have that line where I lived even after they said I could and I took the package with the 10 meg line.

After that I've emailed them countless times, but still haven't received any information or any help. As my experience over the phone with them wasn't that great, I don't know what to do anymore.
