Inactive Sim

I ordered an LTE sim online, which arrived Friday (11/09/2020). The card did not activate within 48 hours. After chatting to 2 agents, I was told it would activate within a day or 2, and it still hasn't. I was then told to phone 10213, and was told the RICA process takes 48 "working" hours to activate the card, which has now passed and the card still not active. The matter keeps getting pushed with no one competent enough to activate the sim.
