I'm not Paying for a non existing phone line

I have received a bill for R1000 for a phone line that has not worked in over a year and that been pending cancellation for around that time as well. Not only that but a few days ago I received a letter admitting that the line has not been working and the line will be cancelled. Just cancel the dam line already. I will not be paying for a service you were unable to provide for over a year.
