If the owner can't make a query about his account, then who can?

My parents have a telkom closer 2 package and I convinced my dad to add on a telkom mix package (with a free cellphone that receives R250 airtime a month and calls from their landline to the cellphone are free). I live in Gauteng and my parents in KZN. The bill is sent to me, I pay for the account but it's on my dad's name.

In April this year, Telkom stopped discounting the package and the calls. I called Telkom to make a query but they were unable to assist because I am not the account owner. I did mention that my dad was old and might not be able to fully explain the problem but the consultant said they had to get authority from the owner. I asked her to call my dad and get authority to which she rep**** ... I can't dial out. On previous occasions, when I queried, they were able to get authority but now it appears to have changed.

My dad went into the telkom store expecting to speak to someone in person only to be given a phone and a number to dial (really Telkom ... what is the point of having the store??? Is it only for show?). According to my dad, he explained the situation to the consultant but was told he can't query because he doesn't have the cellphone.

Is their someone competent from Telkom who can call me and explain how I can get an answer to this query and make future queries on my dad's behalf without transferring the account?

Thanks
