I took a month-to-month sim only data contract in March 2025

I took a month-to-month sim only data contract in March 2025. But now when I want to upgrade or downgrade they say I should wait for 18 months as if it is a 24 months contract. When I signed up, I was told that I could upgrade/downgrade anytime.
