HOW LONG DOES IT TAKE TO GENERATE AN ITC NUMBER!

It is now 4 days since I reported a ****** phone and I was promised an ITC number. Everytime I call I'm told the previous person did something wrong, if not escalated to the supervisor, my name was not recorded or the supervisor is off!.

What game is this! Meanwhile I do not know whether my phone has been blacklisted or not.
